Need urgent help

I need some assistance here eh, this is not a cracked vBullentin site I am working on (I am a Forum Administrator) and I couldn't get help on vBullentin's original website because of this "You need to be licensed member" crap. Anyways I need help to make sub sections appear like this:

I also wonder, is it possible to add more tabs to the top of the forum?

You're gonna need the site owner to get you on vbulletin.org so you can get the mod to do that. It's been done, no sense making the code from scratch.
