My guess is whoever sold it to you wiped the drive clean before they sent it out. I know that whenever I get rid of old hardware I wipe the drives just to be sure there's not any personally identifyable information about me on the system.
Research the model number at Dell's site and find out what OS came on it. You might inquire as to purchasing a system restore CD directly from Dell, as many of their systems use custom drivers and it can be tough getting all of the devices functioning using a vanilla install.
You should be able to find a service tag number on the bottom of the unit. That number will uniquely identify that particular machine's configuration and assist Dell in helping you get the proper restore CD.
