When shutting down I get message,

MSGSRV32 has caused an error in SETUPX.DLL
it gives me the option( Ignore - Close ) clicking close lets me shut down clicking ignore does nothing.
I was using Mcafee, and switched to Norton. Thats when this started. Thought I cleaned all Mcafee files off. Is MSGSRV32 a file I missed and is SETUPX.DLL.

looks like some major files got nuked -what os is it?

To resolve this issue:
1)Click Start, click Search, and then click For Files and Folders.
2)In the Search for files or folders named box, type setupx.dll, click Local Hard Drives in the Look in box, and then press ENTER.
3)Right-click the Setupx.dll file, click Rename, type setupx.old, and then press ENTER.
4)Extract a new copy of the Setupx.dll file to your computer.

Thanks to you and your instructions, it's back to normal. Now I have to figure out what blunder I did to cause it.

I think I know you well enough by now of when to take you seriously or not. When I read your reply it cracked me up. Was laughing all day about it wondering what someone who never met you( Via. internet) would have thought reading that reply.
You still have that special touch.
