trouble with registration

hi i have a forum in which a few people have registered with no problems, but certain people click on register, but they get a message saying 'Could not find phrase 'noproxy' ive asked around but i cant find out why it says this.
anyone knows why this is, or how to fix it?
any help is appreciated.

Are there any hacks installed? What version of vB? What's the URL?

version 3.5.0
not sure of any hacks as i did not build it, there are mods though

I registered with no problem. Without the error happening, it's kinda hard to suggest a fix, sorry.
